Kwun Tong Urban Renewal:

Kwun Tong town center as a community
- Shopping and transportation hub of surrounding area
- Yue Man Square Rest Garden (Elders gathering, chit chat and other activities)
- Street and roads connected different surrounding areas (Convenience and easyaccess)
- Shared memories, history and cultures (One of the earliest “satellite city”in Hong Kong)
- Interactions between residents and peddlers
Reason of redeveloping Kwun Tong town center
- Most building are built in 1960s with obsolete design and inadequate services.
- Lack of maintenance cause serious dilapidated
- Sanitation and hygiene problems
- Security and safety concerns
- Traffic conditions
- Lack of green area
Sustainable renewal
- Net gain in all three pillars of sustainability
- Balance between economic, environmental and social aspect.
- “property-led urban regenerationapproach solely to refurbish the physical condition of the
city prohibits sustainable growth ofthe community”
~ Improve living environment, benefit local economy and maintain the existingcommunity
Obstacle
- Loss of social capital andcharacteristic due to redevelopment
-Local economics activities in Kwun Tong town Center, e.g. differenttypes of shops, peddlers.
-These activities representing the social capital and characteristic of Kwun Tong.
  -Social connection between shop-owner/peddlersand customers
  -Diversity of shops representing thecultural diversity of Kwun Tong
(Teochew, Indonesian, etc.)
  -Supporting the life of people at grass-rootslevel (products with low price, providing service
such as locksmith service, Clothesmending, etc.) (sustainable life-style)
(22.6% of the population in Kwun Tongare consider as poverty, highest in Hong Kong)
  -Reflecting the development history ofKwun Tong (Refugees Mitigation from China between
1950-1979.)
- URA has adopted the recommendation in preserving the peddlers in theredeveloped area
  However, due to the loss of localcommunity (residents receive compensation and move out
  from Kwun Tong town center/potential propertyprice of the redeveloped is unaffordable) they
  have lots most of their customers, aswell as the connection between them.

- Peddlers and residents are highly connected, most of the customers ofpeddlers are residents living in the Kwun Tong town center.
- Their relationship is beyond sellers and customers (Chitchat/people who moveout to other district would come back and visit the peddlers).
- Although some of the peddlers would be (and willing to) relocated in theredeveloped area, they have lots most of their customers, as well as theconnection between them.
- Money compensation cannot recover the loss of local community.
Solution:
- URA
- Analysis the community with NGOs/local groups (Who have more interactionswith the existing user of the community)/Included NGOs in the decision makingprocess? Independent from URA and government.
- Local community oriented design / Lee Tong Street project
- Final proposal should be approved by the local community (?)
Encourage participation /URA may willing to spend more time on local community.
Rent the new flat to the original tenants in a fair price.
Elders – Flat exchange policies (new flat without ownership)

Conclusion: How these solutions may lead to sustainability

Social-Economic aspect
1.       Increase the competitiveness and attractiveness of local economic activities.
2.       Increase the diversity of stores and consumers (residents living in nearby community attracted by the variety  of productions and service, affordable to them)
3.       Benefit both small store/hawker and also residents/new comers
(Having more choose and able to fulfill their needs in the town center area)
4.       Opportunity to people from lower-class and elders to work in diverse economy
5.       Benefit the economy of the new town center area
6.       Maintain the local economic activities, hence preserve the social characteristic of Kwun Tong
7.       Small stores and hawkers can assist to restore the social capital, esp. social connection.
8.       Cultural exhibition and activities can preserve the history and collective memories of Kwun Tong
9.       (Factors that )Attract nearby community / Provide wise and fair use of the common area.
10.       Connecting the New town center to surrounding area (not an isolated area and having connection with the history and characteristic of Kwun Tong)
